Importing Workwear into Indonesia: SNI, SPPT SNI and K3
Indonesia's national standard is SNI — Standar Nasional Indonesia — developed and maintained by BSN. Most SNI are voluntary, but a defined subset is made compulsory through technical regulation, and where that applies the product needs certification from a body appointed by BSN plus an approval letter to use the SNI mark. Separately, K3 is the workplace safety framework, and it is what most Indonesian site contracts and client audits actually reference. Those two things are different, and buyers routinely treat them as one.

- SNI is voluntary by default. It becomes compulsory when a technical regulation says so, and BSN maintains the national programme that identifies which standards have been made mandatory.
- Where SNI is compulsory, the chain runs: product certification issued by an LsPro — a certification body appointed by BSN — plus an SPPT SNI, the approval letter for using the SNI mark, which BSN issues as a service.
- K3 is not a product standard. It is the occupational safety and health obligation, and in practice it is the client's HSE team rather than the state that asks you to evidence it.
- Whether workwear falls inside the compulsory list is a question for BSN, an appointed certification body or your importer. We could not retrieve the current mandatory list, so this page does not tell you whether your product is in scope — and neither should a supplier who has not read it.
- Indonesia adds an import income tax on top of duty and PPN. Budget for three layers, not two, and check the rate that applies to your importer's status.
1. What SNI is, and when it becomes compulsory
SNI — Standar Nasional Indonesia — is Indonesia's national standard, developed and maintained by the Badan Standardisasi Nasional (BSN), the national standards body. BSN's own site sets out the lifecycle: standards are formulated through technical committees, then applied, and conformity is assessed and certified.
| Voluntary SNI | Compulsory SNI | |
|---|---|---|
| Status | The default position. The standard exists and describes performance, but nothing forces a supplier to conform | A defined subset of SNI made mandatory through a technical regulation (regulasi teknis), under BSN's national technical regulation programme |
| Why a supplier would still conform | Because a client's specification calls for it, because a tender requires evidence, or because it is a commercial advantage | Because the product cannot lawfully be placed on the market or imported without it |
| What it means for your order | Write the standard and class into your specification and ask us to evidence it | Settle it before you place the order, because the certification chain takes time and sits in front of production |
The question that decides your order: is your product category inside the current compulsory list? That list is defined by product category and HS code, it is published, and it is maintained under BSN's technical regulation programme. [confirm before publishing: whether garment or protective-clothing categories currently appear in Indonesia's mandatory SNI list, and which SNI standard number applies] We tried to retrieve the current list and could not, so we are not going to tell you one way or the other. Ask BSN, an appointed certification body, or your importer — and if a supplier tells you a garment is or is not regulated, ask them to show you the list rather than the conclusion.
2. The certification chain, and who is allowed to do what
Indonesia separates the writing of standards from the certification of products, and the certification from the approval to use the mark. Knowing which body does which saves a wasted week.
| Body | What it is | What it does for you |
|---|---|---|
| BSN — Badan Standardisasi Nasional | The national standards body | Develops SNI through technical committees, runs the national technical regulation programme, appoints the bodies below, and issues the SNI mark approval letter |
| LPK — Lembaga Penilaian Kesesuaian | A conformity assessment body | Carries out assessment activity, including testing and inspection. BSN appoints which bodies may operate in which fields |
| LsPro — Lembaga Sertifikasi Produk | A product certification body, appointed by BSN | Issues the product certification against the applicable SNI. This is the certificate your client will ask to see |
| Testing laboratories | Appointed and accredited laboratories | Produce the test results the certification is built on |
BSN also publishes its appointed bodies, so a buyer can check that the certification body being used is actually appointed for that field. That is worth doing: a certificate from an unappointed body looks like a certificate and is not one.
3. SPPT SNI: the mark approval
Product certification and permission to use the SNI mark are two separate steps. SPPT SNI — Surat Persetujuan Penggunaan Tanda SNI — is the approval letter for using the SNI mark, and BSN issues it as a service. A product certification without the mark approval does not let you put the mark on the product.
Two practical points. First, the mark approval is a BSN service with its own process, so it adds a step to the timeline rather than happening automatically with the certification. Second, the mark carries meaning to Indonesian buyers — a product bearing it is making a claim, and a claim that cannot be substantiated is a commercial as well as a regulatory problem. We will not apply an SNI mark to a garment unless it has been through the process, and we are not a certification body.
4. K3 and the workplace requirement
K3 — Keselamatan dan Kesehatan Kerja — is Indonesia's occupational safety and health framework. It is not a product standard and it does not certify garments. It places obligations on the employer to identify hazards and protect workers, in the same way most of the region does.
In practice, K3 is what an Indonesian client's HSE team references when it asks you to demonstrate that a garment is suitable for a job. That is a different conversation from SNI: SNI asks "does this product conform to a standard?"; K3 asks "is this the right protection for this task?" Both can apply to the same order, and they are answered by different people.
What we will and will not claim. Tell us the standard and class your safety officer has named, in writing, and we will confirm whether our construction meets it and supply the test report that evidences it. We do not describe a garment as complying with a standard we have not tested it against, and we do not describe a garment as "SNI certified" unless it has been through the certification described above. On hi-vis ranges we test the finished garment including wash cycles, because reflective tape performance changes once it has been applied, folded and laundered — a roll certificate is not evidence of garment performance.
5. What to check before you order
| Check | Who answers it | Why it matters |
|---|---|---|
| Is my product category in the compulsory SNI list? | BSN, an appointed certification body, or your importer | It determines whether a certification chain sits in front of your production schedule |
| Which certification body is appointed for this field? | BSN's published list | A certificate from an unappointed body is not a certificate |
| Do I also need the SNI mark approval? | BSN, as a separate service | Certification without the mark approval does not permit the mark on the product |
| What does the client's HSE team require under K3? | Your client | This is usually the requirement that actually gets inspected on site |
| What are the duty, import income tax and PPN rates for my classification? | Your customs broker | Indonesia has three layers; the income tax rate in particular depends on your importer's status |
6. Importing: duty, import income tax and PPN
| Layer | Applies to | Note |
|---|---|---|
| Import duty | The CIF value, at the rate for your tariff heading | The classification decides the band [confirm before publishing: the current MFN or preferential duty rate for the relevant garment headings] |
| Import income tax | The import value | Indonesia applies an import income tax in addition to duty, and the rate depends on whether the importer holds an importer identification number [confirm before publishing: current import income tax rates and the API/NIB condition] |
| PPN | The duty-paid value | Value added tax at the prevailing standard rate [confirm before publishing: current Indonesian PPN standard rate] |
| Certification and mark approval, if applicable | Products within the compulsory scope | Charged by the certification body and BSN. Ask for the schedule at quotation stage so it is in the budget rather than a surprise |
| Port, terminal and agency | Per container | Get two agent quotations; this line varies most |
| Inland transport | Tanjung Priok to Karawang or Cikarang; Tanjung Perak to Surabaya | Batam sits in a separate customs territory — check the rules for your own case |
We do not publish these rates as fact. They are set by Indonesian law, the classification decides the duty band, and the income tax rate turns on your own importer status. The Indonesia market page carries a worked landed-cost example that labels the four numbers you should ask your broker for rather than presenting them as a quotation.
7. Who prepares what
| Step | We do | You do | Your importer or agent does |
|---|---|---|---|
| Confirming whether the category is in the compulsory SNI list | Advises from experience; cannot rule | Asks the question before ordering | Confirms with BSN or an appointed body |
| Appointing the certification body | Works with whichever appointed body is used | Decides and appoints | Usually recommends |
| Product specification sheet | Writes it, in the format the assessment needs | — | — |
| Fabric and garment test reports | Supplies from our own testing and holds on file | Requests what the HSE team or the certification needs | — |
| Sampling and testing for certification | Makes the goods available | Instructs | Coordinates |
| The certificate and the mark approval | Cannot issue either | Receives them | Obtains them |
| Invoice and packing list | Issues both from the same specification the order was priced from | Checks the description matches | Uses them to clear |
| Duty, income tax and PPN | — | Pays | Calculates and pays on your behalf |
8. Why things fail on Indonesian orders
| Cause | What happens | Prevention |
|---|---|---|
| Nobody checked whether the category is in the compulsory SNI list until production was finishing | The certification chain has to run and the container waits | Ask BSN or your importer at enquiry stage. We ask on every Indonesian enquiry |
| A "certificate" was issued by a body not appointed for that field | The client's audit rejects it, and it is discovered late | Check the body against BSN's published list of appointed bodies |
| Certification obtained, but no mark approval | The SNI mark cannot lawfully be applied to the product | Treat SPPT SNI as a separate step in the plan |
| A garment described as "SNI certified" without the process | A claim that cannot be substantiated, with commercial and regulatory consequences | We will not make that claim; ask any supplier to show the certificate and the appointing body |
| Budgeted for duty and PPN but not import income tax | The landed cost comes in higher than the quotation said | Ask your broker for all three figures, and confirm the rate that applies to your importer status |
| The invoice description does not match the specification the assessment was built on | Documentary inconsistency even when the garment is correct | We issue the invoice from the same specification sheet the order was priced from |
9. Frequently asked questions
Frequently asked questions
Does workwear need SNI certification in Indonesia?
Not by default. Most SNI are voluntary, and only a subset is made mandatory through a technical regulation. Whether your product category is inside the current compulsory list is a question for BSN, an appointed certification body or your importer. We could not retrieve the current list, so we do not rule on it.
What is the difference between SNI and K3?
SNI is the product standard and asks whether a product conforms to a standard. K3 is the occupational safety and health framework and asks whether the protection is right for the task. K3 does not certify garments. Both can apply to the same order, and they are usually answered by different people — the certification body and the client's HSE team.
What is SPPT SNI?
Surat Persetujuan Penggunaan Tanda SNI — the approval letter for using the SNI mark. BSN issues it as a service, and it is a separate step from product certification. A product certification alone does not permit the mark to be applied.
Who issues the product certification?
An LsPro — a product certification body — appointed by BSN for the relevant field. Conformity assessment is carried out by LPK and appointed laboratories. BSN publishes its appointed bodies, so you can check that the body being used is actually appointed for that product field.
What taxes and duties apply to a garment import into Indonesia?
Three layers: import duty on the CIF value, an import income tax on the import value, and PPN on the duty-paid value. The duty rate depends on the tariff heading and the income tax rate depends on your importer's status. We do not publish the rates as fact; ask your broker for all three.
Can you supply test reports for an Indonesian specification?
Yes, for the construction we sell. Tell us the standard, class and property the specification names and we will confirm whether our construction meets it and which report evidences it. On hi-vis ranges we test the finished garment including wash cycles.
Do you handle the Indonesian certification?
We prepare everything a manufacturer is responsible for — the specification sheet, the fabric and garment test reports, the invoice and packing list aligned to the specification — and we make the goods available for sampling and testing. We cannot issue a product certificate or an SNI mark approval, and we do not claim to.
How long does an order to Indonesia take?
25–30 days production, plus any certification and mark approval if the category is compulsory, plus 12–18 days at sea to Tanjung Priok or 14–20 days to Tanjung Perak or Batam, plus clearance and the inland leg. Seven to nine weeks from deposit to goods on site is realistic when no certification is involved.
